South Carolina's idling law is a telematics question

South Carolina restricts commercial diesel vehicles rated 10,001 lbs GVWR or more to no more than 10 minutes of idling in any 60-minute period, with a $75 fine per offense. Passenger buses get 15 minutes. There are sensible exceptions — traffic delays, defrost and HVAC, maintenance, sleeper-berth rest, extreme temperatures and queuing to load or unload. Critically, the statute preempts local ordinances, so the rule is the same in Columbia as anywhere else in the state.

Idle reporting is the single most directly applicable telematics feature to that law.

No inspections at all

South Carolina eliminated required vehicle safety inspections in 1995 and has never had emissions testing. There is no annual state inspection on any fleet vehicle registered here.

Do South Carolina fleet vehicles need a safety or emissions inspection?

No. South Carolina eliminated required vehicle safety inspections in 1995 and has never had an emissions testing program. Note that this is separate from federal requirements — commercial motor vehicles subject to FMCSA rules still need their annual periodic inspection under 49 CFR 396.17 regardless of state law.

Do you install on school buses?

Yes. Note that South Carolina is the only state that owns the school buses transporting students statewide, so bus work generally routes through state rather than district procurement.
