Start with the City of Spartanburg. City Fleet Maintenance services every City vehicle and piece of motorized equipment except fire trucks and transit buses, and it also looks after vehicles for Spartanburg Housing. The buses belong to SPARTA, the City-run transit system, which runs eight fixed routes Monday through Saturday out of the passenger center on North Liberty Street, plus a complementary paratransit service for riders who cannot use a fixed route. That is three different kinds of fleet inside one city: general service trucks, buses and lift-equipped paratransit vehicles.

Spartanburg County is a much bigger footprint. The County counted about 328,000 people in the 2020 census, and estimates now put it past 380,000. County Public Works is responsible for roughly 1,700 miles of county-owned roads, and County Fleet Maintenance handles repairs, writes the specifications for replacement vehicles, lists retired units on GovDeals, and oversees fuel at eight county fuel sites. The Sheriff's Office runs Patrol, Investigations, Civil Process, Courts, Special Operations and Communications divisions. Part of the Sumter National Forest's Enoree Ranger District, about 170,000 acres in total, runs through both Union and Chester.

Can GPS prove our crews actually checked every lift station?

Yes. Each station gets a geofence, and every truck that enters or leaves it is logged with the time and the vehicle. How do we put cameras on patrol units when residents are already questioning surveillance?

Treat the in-car cameras as a separate system with its own rules, set up at install.
