The largest single employer is Ross Stores' Fort Mill distribution operation at 3,300 employees. What's Different About Fleet Installs in York County

One fleet, two compliance regimes

This is the defining operational fact of the Rock Hill market and it catches people constantly. A truck plated in South Carolina faces no state safety inspection and no emissions test — South Carolina dropped safety inspections in 1995 and has never had emissions testing. The identical truck plated in North Carolina requires an annual safety inspection to renew registration, at $13.60 for safety only or up to $30.00 with emissions.

Mecklenburg County is currently on North Carolina's 19-county emissions list. That said, the situation is actively changing: EPA proposed approval in May 2026 of North Carolina's plan to remove emissions testing, and state legislation addresses Mecklenburg specifically. As of now, treat emissions testing as still required in Mecklenburg but on track to be eliminated pending federal finalization — and confirm current status before your next renewal cycle rather than relying on last year's answer.

The practical upshot: if you title some units in SC and some in NC, you're running two different renewal calendars for what is functionally one fleet. Diesel units are exempt from the NC emissions half in any case.

Growth is outside the city limits

Rock Hill city grew 2.1% since 2020 while York County grew 8.9%. If you're sizing service territory or planning where crews stage, the demand is in Fort Mill, Tega Cay and unincorporated York County rather than central Rock Hill.

I-77 is the corridor everything depends on

Twenty-two miles of frontage, twenty miles to Charlotte Douglas, and 40,000-plus daily out-commuters make I-77 the artery. For fleets, that means predictable, heavy directional congestion twice a day — and a strong case for route and arrival-time reporting if you're dispatching into Charlotte.

South Carolina's idling rule and vehicle fee

The statewide 10-minute commercial diesel idling limit applies. South Carolina also charges an Infrastructure Maintenance Fee rather than sales tax on vehicles — 5% of purchase price capped at $500, or a flat $250 for a vehicle moving in from out of state.

Quite a lot. South Carolina requires no state safety inspection and no emissions test at all. North Carolina requires an annual safety inspection to renew registration, and Mecklenburg County is currently on the 19-county emissions list — though that program is on track to be eliminated pending EPA finalization of the state's plan. Diesel vehicles are exempt from the NC emissions requirement regardless. Practically, you end up running two renewal calendars.

Is North Carolina really ending emissions testing?

It's in progress but not finished. EPA proposed approval in May 2026 of North Carolina's plan to remove the requirement, and state law addresses Mecklenburg separately. Because the sources have differed on Mecklenburg's endpoint, we'd say this: assume it's still required today, and verify current status with NCDMV before each renewal rather than relying on what was true last year.

Do you install on refrigerated delivery vehicles?

Yes. With U.S. Foods and other foodservice distribution operating here, refrigerated fleet work is routine. Temperature monitoring is a different install than a standard tracker and we'll spec it against your specific units.

Can you install at distribution centers?

Yes, and it's a large share of our York County work given the eight-plus million square feet of warehouse space here. DC installs usually need to fit around dock schedules, which we plan for.

Do you cover into Charlotte?
