Raleigh's fleet base is public sector first, and the numbers are unusual. The State of North Carolina employs 24,083 people in Wake County and the NC Department of Administration's Division of Motor Fleet Management operates nearly 8,000 vehicles statewide, headquartered here. The City of Raleigh's own Fleet Management Operations is responsible for more than 4,700 assets — vehicles, mowing machines and heavy equipment — with roughly 2,500 vehicles on city roads, 28% of them hybrid or electric. The city buys over two million gallons of fuel a year and runs seven fuel stations and five car washes. In 2023 it was ranked the number one fleet in the nation by the 100 Best Fleets program.
School transportation adds another layer entirely. Wake County Public School System runs 564 bus routes with 605 drivers, around 63,000 students riding daily, and roughly 13 million miles driven annually.
NC State University employs 9,019 and runs its own motor pool of cars, vans, pickups, box trucks and twelve buses seating 25 to 44, with an in-house shop doing ASE-certified repair, preventative maintenance and state inspections.
The private side is substantial too: WakeMed at nearly 10,000 employees and UNC Rex at around 7,000 drive medical courier and support fleets, while Walmart, Food Lion, Target, Harris Teeter, Lowe's and USPS all run direct-store-delivery and service operations across the county. IBM, SAS, Cisco and IQVIA add corporate vehicle pools.
RDU handled 15.6 million passengers and 175.3 million pounds of air cargo in 2025, with FedEx Express and UPS Airlines both operating routes out of it.

A contractor can hand you three trucks on Tuesday morning. A state motor pool cannot. Vehicles are assigned, pooled across agencies and rotated, so the available window is whatever gap exists between assignments — often a handful of units at a time rather than a block.

564 routes and 13 million miles a year means the fleet is effectively unavailable during the school year. Summer is the realistic window for anything at scale, and it's a window everybody competes for. Book early.
North Carolina requires an annual safety inspection on every registered vehicle in all 100 counties — $13.60 safety-only, up to $30.00 with emissions — and you can't renew registration without it. Wake County is currently on the 19-county emissions list, but EPA proposed approval in May 2026 of the state's plan to end emissions testing. Treat it as still required until NCDMV confirms otherwise. Diesel vehicles are already exempt from the emissions portion at any age.
The Triangle Expressway extension runs roughly 28 miles at about $2.5 billion. Phase 1 from NC 55 to I-40/US 70 opened in September 2024; Phase 2 out to the I-540/I-87/US 64/US 264 interchange in Knightdale is due in 2028. It connects Apex, Cary, Clayton, Fuquay-Varina, Garner, Holly Springs and Raleigh and is designed to pull load off I-440, I-40 and NC 55. For dispatch, the routing assumptions your drivers built over the last decade are actively changing — worth re-checking rather than assuming.
